# Lungi: when diplomacy needs infrastructure A logistics depot reveals a less visible side of regional cooperation: turning commitments into the capacity to respond. The ECOWAS logistics depot at Lungi, Sierra Leone, offers a way to examine this side of cooperation beyond summit declarations. ## A project developed over years In February 2020, ECOWAS documented the start of phases 2 and 3 of the project. Support for peace operations was already central to its description of the facility. The initiative therefore predates the most recent political developments. [lungi-2020] A technical meeting in Kano in June 2024 addressed the rules and organisation underpinning regional force logistics. Its documentation distinguished the multidimensional depot at Lungi from a humanitarian facility envisaged at Senou, Mali. Buildings are only one part of the coordination effort. [lungi-2024] ## Opening a facility is not the final step ECOWAS dates the commissioning at Lungi to 18 July 2026. Its account, published on 27 July, lists peace operations, humanitarian assistance and emergency response among the intended functions. The same report stresses the need to make the facility fully operational and maintain it over time. [lungi-opening] An EU and member-state delegation visited on 8 September. The subsequent statement describes an opportunity to understand the depot’s mandate, facilities and developing operational role. Such engagement is not, by itself, evidence of a new funding commitment. [lungi-eu] ## Assessing regional capacity The distinction matters: opening, equipping and using a facility are different stages. Assessing diplomatic or security infrastructure also requires attention to management, maintenance and the resources needed to activate it. The project’s value will be tested by whether it works when it is needed. > This article examines the regional context.
